That is what I meant by stuttering. It shouldn't happen, and if you track down the reason for it then your other problems will likely disappear.

Not surprising. This kind of this is pretty rare to be a character set specific issue, unless you are talking different games.
OK, so you've ruled out the overheating, and while the CPU fluctuates a little in core speed, it doesn't look busy overall. You could try setting
for max speed, but I'm not sure its going to help.

You could try clean installing your OS. Upgrading OS and then reverting is not the tidiest process. Had another guy in here that had MS support remote in and revert his computer from Win10 back to Win7, and there were still issues cropping up.

This is probably more indicative of InnerSpace not getting notified that the game instance has finished loading and started processing D3D frames, which means it would never switch the game from the initial startup session designation to the end session designation. I imagine if you typed "sessions" on the InnerSpace console, they would be is50, is51, is52, etc. The other option is that if you are loading the character set, and not all Characters (well, sessions) are present and accounted for, then an Export wont update the current configuration (I assume because it cannot be applied because there are sessions missing).
Anyway, so short of you clean installing Windows, you could try reinstalling the DirectX 9 package from
here.
You could try deleting ISBoxer/InnerSpace (just delete the install folder) and reinstalling it. If you happen to have some important ISBoxer configuration I suggest you use the File menu and Save As, to save your config. If you happen to use VideoFX and have configured it via the gui, then you might want to backup the InnerSpace/Scripts folder.
You could try shutting down all the things on this list below, give it a test. If everything is fine, then you know it is something here. If it is still an issue then it's more likely to be something in Windows or your game (although I should probably direct you to
this if it happens to be your game - if you are getting the same issue with the retail version we could probably revisit this).

Applications with Filter Drivers, like Zemana, CyberGhost, Faceless would need to be uninstalled to ensure that their drivers are removed and not active (although I guess the VPN stuff is less likely to be an issue).
