I know I keep linking you to wikis and that might not seem SUPER helpful but it really is the best source of basic information like this. You should have a quick look at the window layouts section of the wiki. Window layouts are a core functionality of isboxer and if you better understand them you'll much better be able to take advantage of isboxer.
Setting up a stacked fullscreen layout with a Dxnothing window would solve your problem with Local. So far as I can tell in the video the guy has all his clients in a stacked fullscreen window layout and is using VideoFX in DXNothing to shrink each client to 25% size and arranging them as you see in the video. This allows him to get the quarter sized clients as you see but still allows him to have each client full sized for more specific tasks.
Like I said, it would be a good idea for you to check out the wikis. These topics are fairly simple functions of isboxer that have been covered many times via videos and the wiki.
