Twin GPU Confusion

I used run EvE Online on a single NVidia GTX560 on Two Monitors with 4 accounts.
See the layout as illustrated below.

I recently installed a second Card (Nvidia GTX560).

Now when I run the same layout on the two monitors my one GPU is hitting 70% while the other one Idle (20%). The FPS is also wierd on the various clients with I bring each client to the Main Monitor as illustrated. Some are running at 70 while other are running 15. I went with the CPU strategy manager and it is set 30/60. These are my questions:

1) I am concerned that the GPU's are loaded so vastly different. Is there any way I can evenly balance the performance?
2) I am also concerned that I may burn out the one that is being loaded. What is the risk?
2) How can I even out my FPS to be the same and evenly spread?

Any help will be appreciated!

Did you read through GPU Management? You're going to experience a performance hit by letting the windows swap from monitor A to monitor B (or vice versa) because they are controlled by different GPUs. There is no way around that performance hit except to not allow the windows to move between the monitors.
