Well, as you have two sets of Key Maps, the bog standard ones and the WoW-* ones, then for starters, you need to make sure you are editing the correct mapped keys in the correct Key Map for the character set you are running. Unless there is a major need for different setups per team, it is easier to run just the one set of Key Maps so you get consistent behaviour between the two. If you want to fix this, decide which set of Key Maps you are keeping, delete the others, and then make sure the Character Sets are assigned the remaining Key Maps. i.e. select each Character Set in the top left, in the lower left select Key Maps, and in the lower right make sure the remaining Key Maps are highlighted. If you happen to keep the WoW-* Key Maps, then you will probably also want to select the Menus -> Toggles in the top left, and set the Button Set to WoW-Toggles, if you happen to keep the non WoW-* ones, then for each character set in the top, you will need to select Menus -> Toggles in the lower left, and untick the Button Set override.
Aside from that, in the Combat -> Assist 2/3 mapped keys, you are trying to call the individual steps that are normally in the Interact With Target mapped key. You are better off setting up a Key Map Action -> Do Mapped Key Action, and calling the Non-Combat -> Interact With Target - Keep CTM mapped key (because this one doesn't turn off Click to Move).
As to why your Interact With Target - Keep CTM mapped key does not work?
From your earlier post it seemed like the in game keybind on Interact With Target was END (and it seems that way when I look at the mapped keys too), and then you used the same Hotkey in ISBoxer. Which is fine. But under Variable Keystrokes -> Interact With Target, this is set to NUMMULT. This one here needs to match your in game bind.
