Window Swapping Difficulties

It's been a while since I've last used ISBoxer, I found it exceptionally useful for Eve Online as it gave me the ability to manage both of my characters with ease. However, since I've changed my system layout and I've gotten a new HDD, I cannot seem to get my configuration in ISBoxer to work well with Eve. I initially had it so that I could swap between my two characters by using Ctrl-Alt-1 and Ctrl-Alt-2, and it would move whichever character I wanted to my main monitor (Monitor 1) - but using the Window Layout Wizard to set up what I want, which I would assume is a fairly simple setup, does not seem to work. Instead, when I press the hotkey that would normally swap one character to the main screen and the other to my second monitor, it only seems to "focus" the window of the character I'm trying to swap. I've tried poking around the swap group settings to no avail and it's getting very frustrating trying to get a seemingly simple layout to work.

I don't know why it wouldn't have been set, but...

Window Layout > Region Editor > Swap Groups Tab > Roaming Slot = Slot 1

It was set, this Window Layout has been modified after the wizard. From the description field: "Does not include a home for every window."

Also, this layout has the Reset Region set to Region 2. This is not a problem, just pointing out that it has been modified.
