17-20 FPS even with low settings (RoS)

Asus H87M-PRO
Intel Core i5-4670
Kingston HyperX blu Black 16GB
Samsung 840 EVO 250GB
Asus AMD Radeon R7 250 1GB

OS: Windows 7 Pro 64bit
Screen resolution: 1680x1050

Diablo:
Windowed Fullscreen
All graphic settings set to low
Everything unnecessary turned off (vsync, reflection...)

Is this configuration enought to run 4 Diablo clients or should I upgrade something.
Can I change or tweak something to make it better?

It sounds like you're already successfully running multiple clients, but with not-so-great performance. At first glance I'd say that the GPU is the bottleneck.

Only you can figure out where your bottleneck lies.

GPU upgrade (MSI R9 270X GAMING 4G) fixed the problem.
All settings high and everything works as expected.
