Action Targets - Not IN

Is there any way to assign 'Not in an Action Target Group' as a Do Mapped Key Action Target?

For example, Do MK1 -> All except ATG1. Something like ~ATG1 :P

Another thing:

I had an old method to perform formations, long time before IB implemented it, Now, that IB41 is almost out, I was cleaning and tunning things and I've decided to try the Formations Mkeys... They work really good.

So, I wanted to understand how IB handles that Formation thing and I discovered this strange kind of targets:

(other isboxer&~dxnothing)#3

That made me think there are extra targets we can use beside the ones present in the list box.
What that means? It looks like a conditional expression with several parameters...
Can we use a similar sintax to operate ATGs?
