Question Regarding Keymaps + Click Bars

I'm running a 4 toon Dominix team, with RR, and i'm wondering if i can actually broadcast click bars instead of the actual cursor.
Let me explain.

on 1s watch list:
Toon 2
Toon 3
Toon 4

on 2s watch list:
Toon 1
Toon 3
Toon 4

on 3s watch list:
Toon 1
Toon 2
Toon 4

I know i can chose where a click bar is, so what i'm trying to achive is this:
Toon 1 click the click bar, targetting Toon 2, However if i just broadcast this(Using the ALT + R Option) i will target Toon 1, due to their placement being the same on the watch list.
My question is, can i broadcast the Keystrokes from the Click bar Toon 1 uses to target Toon 2, so that Toon 3 will use that?

Toon 2 will not target anything.
Toon 1
Toon 3
Toon 4

Toon 3 Targets Toon 2, instead of Toon 1.

also, what's my option regarding Video FX if above thing can't be done?
I've got 3 monitors, so obviously i don't have room for 3 other toons besides my master window. (Quality is too bad for Video FX to be any use for me)

Im not 100% sure if I understand your question. You want to use the watchlist to target the same toon for your spidertank I assume.
maybe not the most elegant solution, but you could simply make a trial account and adda 4th toon to your fleet. Then you can arrange your watchlist so that the relative positions are the same between the toons. If 1 2 3 are your characters and X is the alt without skills, you could arrange your watchlist like this:

x 1 1
2 x 2
3 3 x
