EQ1 region not showing up at all

I have a 2 minitor system, 1main character and the other 3 stacked on second monitor. They all open fine excpet for the 4th character. It opens up on main screen then tryes to swap to where the region is supposed to be just like the others but then it turns into a blank screen. I cant even select it, swap to it, or even see it on the alt+tab window. Anyone have any ideas? I'm kinda tired of spending a whole weekend trying just to get the monitor/regions set up. I figured this would be the easy part but it is really frustrating. Is there a trick to stacked display regions?

I've tried the basics: new layout wizard, different schemas, restarting, deleting character .ini, focusing it on a different regions, adding a different region.
