How do i fix this?

I have tried everything, every time i put in a new char set this happens and it it so hard to fix. I want it to look good on both windows every time. Please address this. I can't play with all this distortion etc.

Each time you create a new Character Set your WoW settings are copied from Config.wtf and virtualised per Character in ISBoxer. This is probably the explanation for why you see the same behaviour each time you create a new Character Set.
It is going to be pretty hard to help you more specifically without any information on:
a) your monitor setup
b) your Window Layout
c) the resolution at which you are running your games, i.e. what is set in Wow
d) the windowing mode at which you are running your games, i.e. what is set in WoW.
a) and b) are contained in your ISBoxer configuration - please share it. c) and d) you'll have to check in WoW.

The 2nd window looks ok for some reason. It is always the window 1 that is messed up.

The distortion is due to the different aspect ratios of your Window Layout Regions (as set in ISBoxer) and the game's resolution (as set in the game) and the fact that the game is outputting less pixels (1024x768 = 786k) than the area in which you are displaying it (1858x810 = 1505k).
Your Regions have slightly different aspect ratios of around of 2.29:1 (1858/810 = 2.2938 and 618/270 = 2.2889).
Your in-game aspect ratio is 1.33:1 (normally shown as 4:3). This is why the game looks stretched in the horizontal direction.
Your monitor appears to be 1920x1080, which is 1.78:1 (16:9).
You'll probably see the most improvement by changing your in-game resolution to something closer to 2.29:1. Any of the 16:9 modes should work but I'd suggest 1600x900 or 1920x1080. You may get better appearance from a different windowing mode. I'd try all 3 (windowed, full screen, full-screen windowed).
You'll get even less distortion if you make your Window Layout Regions closer to the 16:9 aspect ratio. Unfortunately that means you will be able to use even less of your available screen real estate. That is a tradeoff you'll need to make.
