Window layouts randomly appear shirinked at startup

I have an issue that seems to be random, its not triggered by any changes that I am making and I have plenty of hardware resources from what I can tell. If I close the narrow layout/game and reopen multiple times, it finally will work. Its can be quite frustrating but hoping someone can help me understand how to troubleshoot or where to get started. Config.xml is available on request.
