[WoW] Do i have to use the repeater to use targgeted abilities?

I want to know if there is a way to use an ability that involves targetting a spot on the ground using a reticule (such as a hunter's flare, mage's blizzard, warlock's reign of choas) without turning on the mouse repeater. Is this possible? I don't see a hotkey in game that lets me do it.

Yes. Take a look at the mapped key called "Example Targeted AOE" that the quick setup wizard creates in the FTL DPS Keys key map. The description of the mapped key explains how it works.
