Weird problem with cycling through Swap group

Currently using a simple layout of two game windows (Rift) on two montors, with each filling the screen at 1920 x 1200.
The problem:
At first using a hotkey to "focus next window" (V) was working perfectly, swapping from is1 to is2 and back to is1 when pressed,
played several hours with no problems on this yesterday. However, when starting everything today I can only swap from Is1 to Is2, but not back to is1 from is2.
Clicking the window itself works, as does the hotkeys to directly swap to either character ( num 1 and 2).
Any idea what might be the cause of this?

Update: Tried nuking the entire setup, redoing it from the scratch. http://www.privatepaste.com/a5d484ff80
Same as before swapping worked perfectly with hotkey (V) until I later closed the game clients, and restarted IS (version 5642).
After the restart I again have the same problem, can swap from Is1 to Is2, but not back to Is1 from Is2. Either clicking the other window or binding a separate hotkey to focus each char works,
but it certainly would be most handy for two characters to use just one key to swap...
No changes were made to the setup between closing the game and restarting it all.
Any help would be appreciated
