Can't switch windows when EQ is zoning

I'm going to leave out a lot of tedious detail here unless it proves to be necessary. I've used ISBoxer for a long time on my WinXP-32bit installation. I've switched to Win7-64bit. ISBoxer under the new OS works sweet except for when one of my toons is zoning or loading worlds. During that 20 second period all my windows freeze up (and sometimes it appears the Alt key sticks although I'm mashing Ctrl + Alt + 1 or 2 or 3 or 4 a lot to switch toons just like in WinEQ2).
Among my troubleshooting steps I have done a lot of things today including:
Reinstalling the ISBoxerSuite.
Blowing away the old configuration and using the Wizard to create a new one from scratch.
Blowing away the original eqclient.ini file and letting EQ build another one.
Blowing away all the virtual files and letting ISBoxer recreate fresh ones.
Installing latest ATI HD5670 video & Microsoft directX 9.0 drivers.
Tried the EQPlayNice background Rendering limiter. (choppy background windows are fun!)
Trying multiple ISBoxer settings including:
>> Both designating single cores per toon and multiple cores per toon. ( I have a 3.0GHz Phenom-II X940 AMD Quad with 8GB DDR2).
>> Tried different character Hotswitch keys.
>> Tried all the different "region" related Hot Character and Region swapping keys.
>> Recreated Windows Layouts until I could do it in my sleep. (Seriously, 15 or 20 different times.)
The funny thing is, if I use WinEQ2 for the exact same toons I can switch windows easily and instantly even when multiple characters are zoning. So I'm not dead in the water or anything, for now I just quit using ISBoxer which means I lose my convenient KeyMaps and have to keep switching toons to do anything. Before I switched to Win7 I used ISBoxer very happily and reliably for many months.
