The profile you pasted doesn't have much in the way of Key Maps / Mapped Keys beyond that which is the normal default setup.
The Always On Key Map looks normal, with the ALT+SHIFT+M for enable/disable Key Maps, and the ALT+SHIFT+R for broadcasting. The other two Key Maps, Combat (empty), and Non-Combat look ok.
The Non-Combat Key Map contains Follow/Assist/IWT/Invite. If Follow/Assist/IWT/Invite are all working, then Key Maps are enabled and working.
The standard 1 to = will work are being provided via the Standard Menu (the green boxes). Provided you are not removing the green box overlay menu somehow (it looks ok in the setup), then this will be enabled/disable along with you main Key Maps (SHIFT+ALT+M).
Other than that, there is nothing else to look at.
/e I lied. Your performance settings are interesting.
I'd think that with some of the windows set to 7FPS background, you'll be lucky if they respond at all. The others which are restricted to 1 core will also be periodically fluctuating in their responses. Especially so if you have an Intel CPU, because then it would appear you have slots on the HT core, which will just be pathetic.
You should probably run the CPU strategy Wizard on each of your teams, and set All Games to use All Cores (the bottom option in the drop down), and use at least a 30/15 FPS setting for foreground/background.
