I am able to 4 box diablo without any issues which to me says that my pc is fine (could be wrong here). I'm also able to run 4 VMs each with its own copy of diablo which is even more tasking and still no issues.
It seems like something specific with wow and IS, I just can't figure out what...

I'll try 2 things today when I get back from work:
1. DX9 instead of DX11
2. Move the WoW folder to another SSD.

Definitely options to try.

Core Parking and Throttling is part of the CPU Management, and also happens to be linked on the How To Tweak Your Framerate page, which I'm sure you've already been linked previously in IRC.

If you want the step by step instructions (or even a registry file which does what that post suggests, you can find that on the Disable CPU Throttling In Windows page.

Tried everything except copying to another SSD.
Changing to DX9 just killed wow completely. 0.25 FPS all the time on all windows...

Even one client @ ultra @ 1080p @ dx9 is killing it when running via IS (meaning 0-1 fps)
Running "normally" @ ultra @ 4k @ dx9 I get up to 90 fps.

You can see at 2:00 and 3:15 where wow freezes and soon after the entire PC freezes as well. Even performance monitor is stuck (you can see a gap in the graph for a few seconds)...
I'm at a total loss here.

At this point I'll try anything... If I can't resolve this by the weekend, I'll probably try a fresh windows install, but would very much like to avoid that.

Edit:
Tried playing around with CPU strategy in ISBoxer, but that didn't help either.

You usually get gaps in the perfmon graph because something else with a higher priority is interrupting the system so the counter is no longer collected. As you have a whole system freeze going on, for an extended period, then it would seem that that interrupt is slow responding.

Do you have mapped network drives? or iSCSI devices, removable drives, or anything along those lines?
What peripherals do you have plugged into your computer? Are they necessary and can you unplug them.
Try taking it down to the bare minimum if you can. Mouse/Keyboard/Monitor/CPU/MB/RAM/1xGfx/1xSSD. Don't route your sound via HDMI/DP to you monitor.


As for dropping WoW to 1080 and it being slower. That is just weird. Not that I'd be attempting to run 5x 4K copies of WoW on a 290X. You need to be looking for a couple of TitanX for that. It's a shame that XFire doesn't work in Windowed mode.

Please note that 1080p @ dx9 is slower. The difference here is the API... for some reason dx9 performance is HORRIBLE.

This is a red flag, usually associated with another running program (e.g. something loads in the process that happens to cause this behavior when also used in combination with IS. Commonly, things with an overlay might be expected do this, but other programs can do weird things too.), or potentially your Window Layout. You can probably rule out Window Layout by using the Window Layout Wizard to generate a brand new layout.

I read about possible overlay issues and therefore disabled riva tuner statistics server and msi afterburner but that didn't help.
I'll try disabling the aqua computer application since it also has an overlay (for the desktop only though, and I do not have it running on my PC... but just in case)
