ESO slot 3 and 4 not working in window LOW FPS

When i first load slot 1 it work but when i first launch slot 3 or 4 they get very low Framerate

First of all, the answer to nearly any "LOW FPS" question is pretty much covered by: http://isboxer.com/wiki/HOWTO:Tweak_your_framerate

If you can't solve it yourself, then in order for us to help you with a low FPS issue, we can start with a report from the program in the "Identifying framerate bottlenecks" section of the linked guide -- use it and capture information while you have all 4 game instances running and going slow. This should tell us whether your CPU, GPU (video card) or RAM is to blame (As it only starts with slot 3 and 4 (?) it does sound like a hardware limitation, likely one of these 3). From there you can either continue trying to reduce/adjust settings, or possibly replace hardware or add RAM.

Srry but its even in the startmenu screen.
Ive obvious checke before posting i tried any cpu setting hypertreadhing etc i manually put all fps to 60 also.
I have 16 gb of memory and i7 NVIDEA GTX 980.

The strange thing what bother me is that besides starting slot 3 before all others it still gives me the same lag.
I can run the two windows below just fine is odd to me the upper windows not even 1 of them have the same fps (means 60 fps like the other slots.
Is it a bug

I even put the setting to Medium and antialissaing off and vector off. Ive also undone the check broadcasting option in isboxer
