Round Robin Always Include One Target

Is it possible to set up a Round Robin key map that will round robin through 3 of my windows, but in addition always target a fourth?

You would want to set up one Action to use a round-robin Target of, for example, (is1,is2,is3) and then a second Action to not use round-robin at all with a Target of whichever Character/Slot/etc you want.
