You have most of what you need set up already. It just needs tidying up.
For your Variable Keystrokes you have <Follow Target> as Shift+F, and <Assist Target> as Shift+A. Those both need to match the keybindings in Vanguard. If, as you stated above, Vanguard has F set as Assist, then you either need to change the Key Combinations of your Variable Keystrokes to match the game's keybindings or change the game's keybindings to match the Variable Keystrokes.
Once that is fixed you will need to press F (defined on the Assist Me Mapped Key in the Non-combat Key Map) to get your slaves to assist your main, then the 1,2,3 keys should fire off spells/abilities to the correct targets. Similarly pressing Alt+1 should make your slaves follow your main. Note that follow in Vanguard is a toggle so it may work differently to what you'd expect from other games.
You currently have 4 different Mapped Keys all set to trigger when you press 1: 1 in Always On, 123equals in Always On, example round-robin in Combat and 1 in Combat. It is generally not a good idea to place such Mapped Keys in Always On as they will not be turned off when you turn off Key Maps. I'd suggest deleting the 9 Mapped Keys you added to the Always On Key Map. You can recreate those Mapped Keys in the Combat Key Map using the Mapped Key Wizard if necessary. Then remove the Hotkey (set it to <NO KEY>) from the Example round-robin Mapped Key in the Combat Key Map.
