Low FPS how can i fix

ive lowered all my settings everything is in sync but im still gettin really low fps . my computer sepcs are are pretty good 8g ram Redon 4600+ serious g-card 1T HD.
any suggestions . and i dont like the fact that i have to turn every thing down casue makes the game look so shitty
