Can't get skill rotation to work

I'm only trying to 2-box. Loremaster and hunter. Loremaster is the main.
I used the wizard to set up the basics. I modified the mouse repeat, to turn it on and off. I modifed mouse & keyboard to be only keyboard. I followed the guide made by mor_on and set up everything as the guide shows - if i made any errors in what the guide said to do, i am blind to them. i have spent 2 days trying to make this work. I did add text actions to several of the hotkeys, just so i knew for sure if they were on or off, or even changing. Keys pass from IS1 to IS2 when repeater is active. The problem is, I am wanting to do a skill rotation on the hunter as I attack with the LM. Where did I go wrong?
