"Do not advance to next step" won't work

I have a party of 5 Minstrels. I'm trying to use Minstrel #5 to cast heals on my other Minstrels. I have 1 step with 2 actions in it. As an example, the actions are: F2 (to select Fellow 1), and G (to cast Boulster Courage). The trouble is, Minstrel #5 selects and casts the spell so fast that he ends up healing himself. I've tried using the "Do not advance to next step" after X amount of seconds but it does nothing and the Minstrel still casts immediately. I've tried adding 2 steps with 1 actions each but that merely requires me to press the button twice to cast a heal.

Any suggestions?

You could try using three steps.

1: Changes the target.
2: Cannot advance for "x" seconds.
3: Casts the heal.

Steps or Actions within the steps? Cause when I add separate steps it requires me to hit the key once for each step, unless my ISBoxer is broken? lol

I think you want two steps, with action on both press and release:

Step 1 (on press) set target
Step 2 (on release) cast heal

Unfortunately, this doesn't work very well in skirmishes. If you send 'F1' to target leader, then later on send 'F1' again it will target the leader's soldier which is a real pain to deal with.

You could do the two steps.
Execute on press or release.

Then have the assist on the press.
Or whatever target you want to acquire.

Then have the cast on the release.
So you can hold long enough, for the correct target to be acquired.
Release results in the cast.
And include a /cleartarget or the equivalent in the second step (release), after the heal has been cast.

Not sure how robust the LotRO macro system is.

I avoid this issue by using separate targeting and "doing things" buttons. My targeting buttons target self on button down and then target the particular fellowship member on button up. This avoids the problem of accidentally targeting a Captain's or Loremaste'r pet, or soldiers in skirmishes. I've found that spitting targeting from action key maps has been a better strategy for me.

I don't play LotRO, so would defer to what has worked for someone who actually plays that game.
