Different framerates for specific windows?

Greetings, is there any way to make some windows work with 60 FPS and others at 15 all the time? Cause in my setup (copy from Mosg2) i have 2 dxnothing windows, and when i move my mouse to one of them, framerate at main window drop to 15, which looks not so well, may be there is some way to make this particular window work with fixed framerate?

In ISBoxer, go to the Character Set and against each Slot you will see the framerate limiting options, usually something like 30/15.
