Unfortunately you're not going to find anyone else here that has additional information to give you beyond what we talked about in the ISBoxer Chat Room last night.
As I mentioned last night, reinstalling Inner Space is highly unlikely to change the behavior. You're just removing the files and putting the same files back in and expecting it to do something different. And there is nothing you can configure in ISBoxer to make it not work at all. So for anyone else having similar issues, unless you had Inner Space working initially and then it stopped working, reinstalling Inner Space is NOT expected to change anything interesting.
The only thing that comes to mind is still interference from some outside source may be preventing Inner Space from operating. I am aware you said this install of Windows 7 is only a week old, but Inner Space has zero problem launching a clean install of EVE Online on a clean install of Windows 7. A reinstall of Windows 7 and/or EVE is far more likely to fix the behavior than a reinstall of Inner Space.
