Can't launch all accounts after upgrading to Windows 10

I normally run 31 EVE accounts, and recently upgraded to Windows 10. Now My computer freezes/locks up while loading up all the game instances, generally around the 25 mark. I've been watching a resource monitor during the process and CPU is near max, but there are plenty of GPU and RAM. The accounts ran fine on 8.1.

I know the antivirus (Bitdefender) is out of place in the loading process, but I have already tried with it disabled and uninstalled--it made no difference. All drivers are up to date. Any help would be much appreciated.

Unfortunately, this generally indicates a driver or hardware issue. I would guess that a Windows 10 version of a driver is causing a problem that didn't happen for you on 8.1. It's usually easier to track down a BSOD because those will at least give you the name of the driver causing the problem... It could be that BSODs are disabled for your PC.

Here is some advice from the interwebs to move us along (http://superuser.com/questions/220678/how-to-diagnose-computer-lockups-and-freezes):
Also you might want to enable your Blue Screen of Death (as terrible as that sounds) so that you can debug the problematic lockups. This is done by:

--> right clicking on "Computer" from the start menu

--> Select "Properties"

--> Select "Advanced System Settings"

--> Select the "Advanced" Tab

--> Select the "Startup and Recovery"

--> Make sure that "Write an event to the system log" is enabled.

Sometimes there are cleaners that automatically stop BSOD's from recording (Advanced System Care) and you might want to look into preventing that. Once you've checked this issue, then I suggest using NirSoft's BlueScreenView to view the crash details/debug related issues.

Finally, I would check and recheck your PC and ALL of your connections. I actually had a similar situation and found out that one of the internal motherboard USB cables was incorrectly connected, thus causing issues.

So it does look like it's an issue with the Nvidia graphics driver--everything checks out otherwise. I've tried a bunch of different windows 10 drivers, and one of them allows me to actually load up all the accounts and log them in, but they get 1-2 fps and are liable to freeze my computer. It might just be compatibility, but do you have any other suggestions? I've been looking at a new graphics card, but they all use the same driver, so I'm not sure if it would make any difference.

If you can still get it, the NVidia 359.06 or 358.87, is a good one to try out. There were architectural changes after this point in the drivers, which seem to cause the odd issue for some people.

FPS might be resolved by running EVE in fullscreen mode in the in game settings, although this might end up giving other grief. Works for some.
Also worth checking the following:
  • Check the in game graphics options and make sure that OpenGL Triple Buffering is not selected.
  • Interval One or Default selected under Present Interval.
  • HDR Disabled
  • Resource Cache Disabled
  • Shadows Disabled
