I would guess it's the compatibility flag that's set. Open up the run command, type in "regedit", and navigate to the following location:

HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows NT\CurrentVersion\AppCompatFlags\Layers

Remove the entries for ISBoxer, Inner Space, and EVE.
