ISBoxer Two Character sets using same regions?

I've added a picture here of the regions I currently have setup. I would like to somehow seperate the characters that operate in region 2,3,4,5,6,7 from 1,8,9 for the key repeating but have the option for 1,8,9 to repeat if I wanted them to. I am not yet an advanced ISBoxer user and I'm just not seeing a way that this would be possible. Do I have to create a new region set with 2,3,4,5,6,7 and then have 2 be a main focus and then 1,8,9 would be a seperate set with 1 as focus?

The easiest way would be to set up two Action Target Groups, put 2-7 in one group and 1,8,9 in the other. You can direct keypresses to one group or the other or all windows.
