That is my current settings.
That is only your Window Layouts (and some default/empty Key Maps that we don't need to worry about). We don't know which one(s) are in use, we don't know if you are using a bad CPU Strategy (should be using All windows use all CPUs) or anything else about your teams because you've chosen to hide everything but the Window Layouts. We don't know how your Titan Z's are configured -- are you in SLI mode or are they separately powering your different monitors? If they're not in SLI mode then half of your Window Layouts may be using swapping to the other card, and then would be fully expected to cause performance hits.
Otherewise what to take away from your Window Layouts is that most of them have 4 windows at 2560x1440 resolution. The ones that don't are "3 box" with 3 windows at 1920x1080, and "new try box 4" which has 1 at 2560x1440 and 3 at 1440x853 (this is the only one with Instant Swapping off, so the only one with more than one resolution in use), and "All" has 8 at 1080x1920. That's about all I can glean from the settings you've shared.

Okay, but what did you try? Bob pointed out you're using Mumble, that is specifically mentioned on the wiki page, did you try shutting that off? If not, then I'm looking at at LEAST two pretty important parts of this guide that you skipped.
I have looked in task manager and not really noticed anything using a high amount of CPU.
This is part of the problem with saying you've been all over the FPS tweaking wiki with no results: You shouldn't be looking at Task Manager -- Just having 2 Titan Z's isn't enough to automatically get awesome performance, we have to make sure you're trying to use your hardware the right way in order to get there. That is to say, don't skip doing what the page says to try just because your hardware should be more than powerful enough to run 4 copies of EVE. We all agree that your CPU and GPUs sound plenty good enough. But your PC doesn't end there either, if you're running out of RAM you're going to watch it grind to a halt too.
So there is a better tool for you to use, linked from the wiki page, which will also monitor your GPUs (including to tell us/you if your 2nd Titan Z is idling), RAM and other hardware (hard drive, temperature sensors, etc etc). You can also produce a report at the time you're having this trouble, and paste it back to us to help you look at.

For EVE Online, some people have reported better performance with the game set to fullscreen mode in the in-game video settings (ISBoxer still puts it in a window, this is just about the in-game setting, not whether it is ACTUALLY full screen). So try the other setting. You probably don't need to bother trying "fixed window".
You should also try turning off SLI in the nVidia Control Panel to see if that makes any difference.
Not with half of those window layouts!
