Lets break down each of the steps that needs to happen:

First, your FC (one of your DPS guys) broadcasts the target.
Second, each of your characters locks the target.
Third, each of your characters shoots the target.

If doing it by keyboard, it might look like this:
First, your FC broadcasts the target.
Second:
-Your FC locks the target by ctrl-clicking on the broadcast window. You leave your mouse hovering in this spot.
-You hit a key to switch to the second account.
-You ctrl-click again to lock the target on the second account.
-Hit key to switch accounts again, repeat process until all 10 dps have locked the target.
Third:
-Your FC activates his grouped weapons with the F1 key.
-Your FC presses a key to switch to a second account, and you hit F1 again
OR
-Your FC activates his grouped weapons with the F1 key.
-You have F1 set up to round robin, so when you press it a second time, it goes to account two, and so on til all the DPS have activated weapons.

Note: I'm aware that you could combine locking with pre-activating weapons, this way just makes it easier to explain.

But what if you want to do it by mouse actions? Then you set up some fancy videoFX with dxnothing and repeater regions (i think? the one where your mouse clicks get passed through to the screen being displayed):

First, your FC will broadcast a target. Then your FC will lock that target (ctrl-click on broadcast window).
Second, you ctrl-click on the videoFX for all your other broadcast windows, ideally nice and lined up across your screen to minimize the amount of mouse movement necessary.
Third, you click on all of your modules, which again are hopefully lined up in your videoFX.

There are ways to combine these two methods, and lots of people here are way better at this than I am.

Disclaimer: I have no idea if any of this stuff conflicts with CCP's new rules...I don't think it does, but the round robin thing to activate guns might be close enough to the line to cause you trouble.

I have been outside town for some time thus the long reply time.Thank you for taking the time to explain the stuff in here.
i used to do mouse repeater to broadcast to all clients when i was running DPS.I used to sort the targets by icon but still end up shooting diffrent NPC sometimes. But with the new CCP policies , how do i need to change my configuration and what would be an effective setup/fleet to run those VGs again ?

Re: 10 DPS + 2 Logis incursion fleet

Hit me up in irc and we can talk in depth, but my simplest answer to do incursions after the input duplication ban

- use either vxf / click bars with rollover

- replace input duplication with round robins

So for example you need to target the same npc, you set up a round-robin key that syncs your mouse across all of your clients and then on its second step will activate Ctrl + mouse 1. The only downside to this is setting up the map key and then having to hit your hot key for as many times as you have clients.

Once it's set up your efficiency you will probably be close to the same as input duplication was giving you and you might actually become more efficient as you learn the various features that you may have been missing inside of is boxer.

I would avoid Round Robin per: http://community.eveonline.com/news/dev ... -security/

Specifically:
Refresher Course - Macro Use

During discussions about the input multiplexing and broadcasting issue on forums and in tickets, we have noticed a frequent misunderstanding we would like to take this opportunity to address. Any use of macros to interact with the game world is prohibited by EULA now, and has always been. The EULA clearly stipulates...

That's obviously ambiguously worded, but CCP never said "don't use broadcasting mode in isboxer" either.

I wouldn't waste 1 of your 2 strikes trying to figure out if this is ok with CCP before we talk with them.

That said, as far as your question - this isn't PVE, but rather PVP, but it should sorta answer ur question:

https://www.youtube.com/watch?v=vJL0VIKuLXU

That only shows half of my screen layout, but that should do what you want.

I personally wouldn't bother with actually locking targets - for pvp I can deal with locking every target up, doing a countdown, and then blowing a single target out of the sky once every 30 seconds or so like clockwork - but for PVE (especially incursions) you'll rapidly fall behind and be unable to compete with anyone in contests.

I'd suggest running something similar to what I run - a drone assist setup. Gilas are absolutely beast mode for anything and everything when it comes to both PVP and PVE in wspace. The issue I could see you having is similar to why they aren't run as much in incursions now - drone travel time can fuck you for contests. In wspace, this isn't an issue for me (I make 1-1.5b/hour with 11 chars at present, I think this is similar to incursions) as noone competes with me - if I see someone not in my alliance, I'm usually killing them.

I'm told that sentries are an issue in that you usually end up with overkill for blapping things. Double triggering should fix most of that tbh, or you could use ishtars, Eos, or vexor navy issues for their drone speed bonus.

Considering most incursion boats run very little tank, you could easily have heavy drones running around at warrior II+ speeds blapping everything.

I'm not really sure how or if you'll be able to deal with competitions post patch tbh - drones might be doable, guns will most definitely be out, except POSSIBLY 1400mm fits due to cycle time.
