FPS Drop when opening up Control Panel

This happens to me in World of Warcraft while using DX11 and the old 5853 build of Inner Space (and Windows 7). I have some weird stuff set on my computer and didn't want to bother Lax on fixing something that may have no been broken because I am using an older build of IS; but I was able to get around it using DX9.

Now it might be something for him to look into. /shrug
