Failed to Execute EVE.exe IS Launcher Error Code -23

"Failed to execute "E:\CCP\EVE\eve.exe". Inner Space Launcher Error Code -23 (it will help to report Inner Space Launcher ERror Code -23 if reporting this issue!)"

NEVER seen this before this morning. Seems to be timing out; if I try launching afterwards it works, but I get this error sometimes before each character.

When I get in-game, the UI interactions are a lot laggier than usual; I don't think it's a problem on EVE's side.
