Some MMO's have a method to save and load UI layouts, such as /load_uisettings in EQ2. Apparently you run this from one toon and select the source toon, but as this may only be in the same account, you may need to adopt another method.
The other thing, is that ISBoxer will configure "virtual files", which are replaced by per character copies when you launch character sets contain those characters. If you make a UI layout change and then want it to propagate, one method would be to make that change on a game outside of launching with Innerspace/ISboxer, delete the virtual files created by ISBoxer/Innerspace, and then launch your character set. Innerspace will recreate the virtual files from the originals that you have changed. This however is a bit of a slow annoying process. Far better to get a working in game command or two or another tool.

Copy Layout Window: Typing either /copylayout or pressing the Copy Layout button within the General tab of the Options window.
