Everquest slow focus change

I just started using ISBoxer with EVE and Everquest. I've setup 4 accounts on EVE and it works perfectly, swapping is pretty much instant. On Everquest, I'm running two accounts setup so each one has it's own monitor. The problem I'm having is when I click on the non-current window to make it have focus, everything freezes for a couple minutes. Once it unfreezes, I can swap the second and primary displays with my hotkey and that is pretty much instant. Is it normal for Everquest to hang when you try to change the window you are directly controlling or do I just have it setup incorrectly? I tried changing which cpu core each instance uses but that didn't seem to help. I have an ATI graphics card and it has given me problems with certain games, not sure if that is the culprit.
