one button to cycle through several keys one at a time...

Everquest has 11 hotbars with 10 pages. What I want to do is assign like ctrl+1 to page 1, ctrl+2 to page 2, ctrl+3 to page 3 and have on each page the hotkeys related to whoever my "driver" is so I can swap between targets and hotkeys depending on who is driving. Is there a way to make one button on first press send ctrl+1, second press ctrl+2, third press ctrl+3 then fourth press reset back to ctrl+1 and cycle over and over again?
I haven't really delved into it, I just want to know if its possible before I setup ingame buttons.
