Everquest UI not resizing

I have searched and searched. Is there a way to make the UI's in each window in everquest 1 "auto shrink" to fit whatever resolution the game is running in? Some elements stay the same size and it clogs up the screen.

I'm pretty sure EQ UIs are difficult to deal with, and most people get around that by setting up a VFX Layout.
