EQ boadcasting not working.

I've been trying to setup broadcasting for 5 characters in EQ.
Nothing complicated (or so I thought), simply press a key (G1 - G12 on a Corsair K95) and have a key press on the the other 4 instances.
I have defined the 'G' keys as Ctrl+Shit+x (x is 1 through 0, - and =).

If I press G1 on the main instance, I get the popup I have set, "G1 Pressed", but nothing happens on the other instances.
If I press that key on any of the other instances, the action I have set works.

So it definitely appears that there is something preventing broadcasting.

Even if I just turn on basic keyboard broadcasting, nothing is going to any other instance.

I have confirmed that the 'Disable capabilities to control multiple windows ...." is NOT checked.

Any thoughts, suggestions, wild ideas welcomed.

You haven't said what the Target is for your action, which is an important detail.

I'm currently unable to get any type of bradcasting working, and it used to work.

1. If I simply turn on the 'Broadcast Key' option, which should send everything I type to all instances, only the active instance gets what I type, none of the other instances do.
2. If I turn on a keymap, e.g. "G Keys", pressing anything shows the popup I have on the active instance saying "G1 pressed".. etc, but nothing goes to any other instance.

I don't know if something changed with Windows 11, or if something changed with the latest EQ patch...

The only thing that really stands out is this tickbox is not ticked, and it is needed for most games.
