Clients are behaving EXTREMELY laggy and crashing

I was playing EQ (3 chars in a set, and one outside). The clients were becoming a litle jittery, as seems to be the norm when playing for long durations (spent the night afk waiting for spawns etc).
Reloaded the character set after one client crashed. This is when the symptoms presented as they are now.
Hardware set up:
nVidia GTX580
Dell 30" and Dell 20"
nVidia 8400GS
Dell 24" (not used for IS Boxer)
SYMPTOMS:
When selected, the active client/instance runs fine. The other client/instances (on the 20" screen) flicker/refresh at approximately 1Hz. When another app is selected ALL clients/instances behave in same manner.
Video card is running around 65-70 degrees Celsius. The CPU has load across 5 of the 8 cores 9and virtual cores), and is running between 12-24%. Ram used 5.9GB out of 12GB.
I have tried rebooting, I have tried turning machine off for a duration, I am not even sure if it is a IS problem (I am doubting it is).
