Getting Ctrl & Alt to work on broadcasting

What setting do I have to use to broadcast Ctrl-1. I have it set up right now to broadcast all w/current user and the Ctrl-1 works with my 1st slot but only the 1 (not the modifier) is recognized on the second slot. I can broadcast the Num keys just fine.

For this game to recognize broadcasted modifiers correctly, you may need to enable the Hold option on your Mapped Key.
