You can set it, so the next step cannot fire off for "x.x" seconds.
With the option that it will be pressed once only, or as many times as you spam the key.

For example, if you have four characters and each has the same ability that can be used once every 8 seconds...
You could set it, to not advance to the next step for 2 seconds.

Assuming you're spamming quickly, or at least on each two second interval, your ability will go off every 2 seconds.
Each firing of the ability (round-robin, or not) is a result of a press you made at the time the ability fired off.
But not every press of a hotkey necessarily needs to do something...

In World of Warcraft, I have abilities that are off of the Global Cooldown.
Meaning they can fire on their own, or in conjunction with any other combination of abilities.
With four Death Knights, and a 10 second ability, I have it not advance to the next step for 2.5 seconds.
And then include this mapped key, in my "spam key", which I spam about 4-5 times per second.
Which pretty much guarantees my "Mind Freeze" goes off every 2.5 seconds or so.
That's not automation, because each firing of the ability is a result of a keystroke or mouse click.
