WoW Classic 5 client limited by RTX 2080?

Hi,

I am running the below:

WoW Classic 5 clients. Each rendered at 4k.
60 fps for foreground, 30 fps for background.
Graphics quality set to 10.

With the hardware:
Single RTX 2080 8GB across 2x 4k monitors.
CPU i7-9700K 8 core, 3.6 GHz
16 GiB RAM
M.2 SSD storage

As seen from windows task manager, my cpu is running at 60%, with GPU maxed out at 100%.
Wanted to ask if this looks normal?
Quite disappointed that an RTX 2080 cannot drive 5 WoW Classic at max display quality, 4K, with ease.
