ISBoxer does not know the state of the game. It does not know that you are at the login screen. This is the case for all games, not just WoW.
What we do know is that most of the time, you want Key Maps on, and Broadcasting off. Therefore, when you launch your team, or when you Export or otherwise reload settings while playing, this is the default state to be in.
You can change the initial state of the repeater to 'on' and the keymap to 'off' so when you first start your team it is ready for you to type the password. I suspect it will return to that state whenever you export to Innerspace, so it might end up being more irritating than the current config.
