One account will not launch

I have 3 accounts, 2 of them launch and work as expected, the third account gets past the login and advances to the initializing screen and stops there, it never makes it to the character selection screen. All three accounts will run as expected on their own. The configuration was set up using the wizard in ISBoxer, no changes to the wizards configuration. Windows 10 OS. Any help is greatly appreciated.
