ctrl and alt not passing to windows

I'm playing FFXIV and trying to use alt key on 2nd hot bar but it doesnt' pass unless I turn broadcasting on, is there a way to broadcast it at all times. Same thing with Ctrl.

I believe this game requires Hold to be on for modifier keys.
