don't recommend this, however if you *really* want to do it and deal with the issues it brings, give this a shot:
Open up InnerSpace\Scripts\ISBoxerToolkit.GeneralSettings.XML in notepad / text editor
Find every occurrence of: (where X is some number)

<Setting Name="Background Max FPS">X</Setting>
Edit X to be 5 in every occurrence:
- Code:
<Setting Name="Background Max FPS">5</Setting>
Save your changes.
Launch your character set.
Issues with doing this: * Since the lowest possible setting in ISBoxer is 10, ever time you Export to Innerspace via ISBoxer you will have to do this change again.
* I tried this on 3 WoW windows sitting at the login screens. Main (foreground) @ 40fps, Slaves (background) set to 5 fps. The slaves were running 7-10fps+ You many not actually get 5 FPS

This is generally a bad idea. Don't do this.Update: I just tested this out on 4 RotMG clients and the slaves seemed to hold at 5 FPS. The only problem is 2 of the 4 windows took a bit to load, they stayed black longer than the other 2 windows. Once they were in the game I was able to move around without much issue. I did end up losing 1 slave and had to go back for him. Your mileage may vary, but I still don't think this is a viable method.
