Notepad works fine. Right click on the file, Open With, select Notepad from the options (there is sometimes an Other programs option if it doesn't show up immediately).
Because it might be in a protected location (Program Files subfolder) , you may be better off copying these files to another folder (not another protected location), editing and then copying back.
