One other thing then, you might want to using the Virtual File Wizard. Just select STO or Neverwinter (these are all Cryptic games and the two virtual file settings are the same), and select all your characters to which these virtual files will be applied.
It may not cover all the PWI files because I'm just guessing the necessary ones are the same as STO/Neverwinter, but it might help.
Nothing else stands out in your profile as a cause (I wouldn't think the virtual files are either, but you never know).
