' is not being broadcasted.

Hey everyone, new to IsBoxer but I'm pretty tech/software saavy. I'm a dvorak user so my 'q' key is actually an apostrophe. This key does not seem to get broadcasted at all. Things I have tried to verify that this is not working (I'm only running 2 instances for now for D3):

Created new character set with no settings, broadcast mode set to on ... the skill mapped to apostrophe did not work
Created a straight key map: Apostrophe from current window -> apostrophe in window 2 ... skill did not activate
I opened a chat box in Window 2 and confirmed that the apostrophe was not being rebroadcast from Window 1 (but all my other commonly used keys were showing up in window 2's chatbox)

I'm not sure if this is a bug (the apostrophe is a very special character in other applications), or if I am overlooking something. I am currently at work and will not be able to post any configs, but I'm not entirely sure this is config related? I have created multiple teams for different character setups, and all of them do not broadcast the apostrophe, I have key remaps to activate skills on other screens from the current screen, and all of them work except for the apostrophe.

Could someone try to replicate this for me? If need be, I will post configs after I get home.
