Key Maps on when Disabled

I have created a copy and a new key may trying to make a different Combat setup for each team. I did not want to over write the original Combat key map. The new key maps I have added a Round Robin key. While the round robin key works it can not be disabled to type in password or in game chat. I turn off key map those keys still go to one window at a time. Is there a setting I am missing?

You need to add new Key Maps to the toggle.

Thank you I knew I was missing something. Now need to learn how to setup more complex key maps.
