Repeater newb question please help

Ok I'm not sure if this is the right place to ask this but here goes. SO here is what I want.... I play Everquest and I play a ranger. I have a cloak that I got from Plane of Sky that you have to click every 15 seconds to get haste and currently I just have it mapped to a hotbar key and i use my side button on my mouse to do that every 15 seconds. I'm getting sick of having to click it constantly and was wondering if I could just do a key map to say Left Shift + Z and have that key repeat until I tell it to stop. That would surely help so I wouldn't have to keep pressing the key so much. I don't know if repeater does that or some other function in ISBOXER.

No, Repeater does the basic broadcasting functions.

What you're asking for is autofire, which is very specifically not possible with ISBoxer due to TOS/EULA constraints from pretty much every game. ISBoxer will not activate anything without your manual input. Sorry!
