Video FX Layout doesn't show swap regions

I used the Window Layout Wizard to create a Video FX Layout. VFX is set to true. I chose the “Single monitor, swapping, leave hole, avoid taskbar” layout.

When I launch using the new layout, there aren't any swapping regions below the main window.

"Video FX Viewers stay when in background (blocks Video FX Sources!)" was checked. Display scaling is 100%.

Last night I thought the "Video FX Viewers stay when in background" option was only needed on the dxnothing character. I set it on all characters and now the swap regions show up.

However, the only reason I'm using a Video FX Layout is to make VFX Viewers look better. The "Video FX Viewers stay when in background" option blocks Video FX Sources. So it seems like I have to choose between blurry viewers or no swap regions.
